Dr. Moufid El-Khoury

Dr. Moufid El-Khoury is a legal scholar in technology regulation and an Assistant Professor of Private Law at the College of Law, Sultan Qaboos University in Oman. His research and teaching focus on the intersection of law and emerging technologies, specializing in cybersecurity law, data governance, AI regulation, and digital privacy.

His scholarly work explores the legal, ethical, and regulatory frameworks shaping responsible AI deployment, with particular emphasis on healthcare data privacy, cross-border data transfers, and the governance of autonomous systems. He has published extensively on topics including trustworthy AI in the Middle East, the Brussels Effect on regional data protection laws, and the ethical implications of the Internet of Bodies . His recent research addresses legal liability and governance challenges posed by agentic AI systems in cybersecurity contexts, as well as the compliance requirements for healthcare data processing under GCC privacy frameworks .

Dr. El-Khoury earned his Doctorate in Law (Ph.D.) from Aix-Marseille Université in France (2014), an LL.M. from New York University School of Law (2019), and a Master in Business Law from Rennes I Université . He is admitted to practice law in the State of New York (2020) and has legal experience across multiple jurisdictions, including Lebanon, Egypt, France, Kuwait, and Oman . Prior to his current appointment, he practiced law and collaborated with international law firms specializing in international litigation, commercial arbitration, and digital trade compliance.

Dr. El-Khoury has presented his research at international conferences worldwide and has contributed chapters to edited volumes on fake news regulation, cyberspace governance, and AI ethics. He is fluent in Arabic, English, and French
